ACT is the acronym for Alliance to Counteract Threats of Hate in Italy.
It's the alliance to counter hate threats in Italy.
What are the objectives of the Act project?
The project aims to building a more informed, resilient and inclusive society, capable of effectively combating hate speech and phenomena and defending the fundamental rights of all citizens. All this by creating strategic alliances in Italy and Europe, involving communities, institutions, civil society organizations and the world of schools, universities and research.

How can we counter hatred?
The ACT project aims to get to the root of the phenomenon of hate in Italy through:

- a greater awareness of the phenomenon, between citizens, local and international institutions.
- The strengthening of the already existing one National Network against hate speech and phenomena and of the skills of the organizations that are part of it;
- there promotion of a solid network of collaboration between national and European institutions;
What activities are planned?
- Monitoring, Data Collection and Analysis of hate phenomena that will lead to the production of reports and guidelines with data and case studies
- Training workshops, online and in person, aimed at strengthening capacities andmutual learning on various topics such as “Hate Speech and the Role of the Media,” “Victim Assistance and the Referral System,” “Intersectional Hate,” “Victim Support in Educational Settings,” and “Human Rights Education”
- Communication and Awareness Activities integrated and inclusive, using digital platforms and physical events, with the diffusion of training materials e informative on countering hate speech and phenomena. It will also be implemented a online campaign dedicated to a gender-specific reading of the phenomenon of hate.
- Organization of information and awareness events, some of which were designed together with students and also aimed at the general public.
- Concept and implementation of a path of applied research to measure the impact of anti-hate initiatives.
- Exchange of good practices and a final workshop in presence in Italy.
- Development of dialogue and collaboration mechanisms between civil society organisations and institutions at local, national and European level.
- Editorial Staff Of periodicals policy paper aimed at parliamentarians, commissioners and national stakeholders.
Who are the promoters of Act?
Co-financed by the European Union, the project was born from the initiative of some of the organizations that make up the National Network against hate speech and phenomena.
The lead institution, coordinator and overall responsible for the project is COSPE ETS– Cooperation for the Development of Emerging Countries.
The other partner entities, in addition to GAY CENTER / GAY HELP LINE, I am Foundation PANGEA ETS, LUNARIA Social Promotion Association, Association Rome Charter, AMNESTY International Italian Section – ODV, GI.U.LI.A. United Free Autonomous Journalists, VOX – Italian Observatory on Human Rights.
How long does the project last?
The project started in September 2025 and will end in August 2027.
